Brand rules, palettes, fonts & compliance checks

Brand Governance product surface: brand rules, palettes, fonts, and (in a later phase) compliance checks. Sits on top of the Platform substrate — authentication, scopes, and identity references resolve identically here and at /api/public/v1.

All endpoints require authentication with a bearer API key.

Authenticated connectivity check (Brand surface) GET

Confirms the API key resolves on the Brand Governance surface. Identical semantics to /api/public/v1/ping; the `surface` field is set to `brand` so clients can tell the two ping endpoints apart in logs.
